A Magyar Szociális Fórum Kerekasztala csütörtökön petícióban figyelmeztette az Európai Unió vezető szerveit a magyarországi és a kelet-európai devizahitelezési gyakorlat tarthatatlanságára és veszélyére az egységes piacra nézve. A petíciót az EU pénzügyi válsággal foglalkozó csúcsértekezlet sorozatához időzítették – tudatta az MSZF szombaton.

 

 

Tisztelt Petíciós Bizottság!

Az Európai Unió létesítésének alapvető célja volt az egységes piac létrehozása, és a piac
biztonságát megteremtő egységes fogyasztóvédelem kialakítása.

A Kelet-Európában folyó devizahitelezés veszélybe sodorja az Európai Unió alapvető céljait.
Az egyes uniós országok egymástól lényegesen eltérő szolgáltatási színvonala, és Kelet-
Európa polgárainak fogyasztóvédelmi kiszolgáltatottsága miatt fordulunk Önökhöz.

A devizaalapú hitelezés ma már Magyarországon az ország gazdaságát megrendítő folyamattá
alakult. Az illetékes hatóságok nem oldották meg a kérdést. Emiatt számos civil szervezet
kezdett el foglalkozni a devizaalapú hitelezés kérdésével. A civil szervezetek a 2011. június 9-
i tanácskozáson összefogtak, és Szociális Kerekasztal néven közgazdászokból és jogászokból
álló egységes, közös platformot hoztak létre. A Szociális Kerekasztal mintegy két hónap alatt
feltárta a helyzetet, és perelhető megoldásra konkrét javaslatokat dolgozott ki. A nagyszámú
per indítása mellett sem lehet teljes értékű megoldás az, hogy jogaik kivívása érdekében
mintegy egymillió ember nyújtson be keresetet a bankok ellen. A problémára közös és
hatékony megoldást kell találni.

A devizahiteleknek nem csak Magyarország, hanem Lengyelország, Románia, Bulgária,
Horvátország, Észtország, Lettország Litvánia lakossága is áldozata lett. A Szociális
Kerekasztal azért fordul a Petíciós Bizottsághoz, hogy az EURÓPAI UNIÓ keretén belül
segítsen formába önteni azt a jogi megoldást, amely feloldja az Európai Unió elveivel
ellentétes állapotot, és orvosolja a társadalmi – gazdasági katasztrófával fenyegető helyzetet.



DEVIZAHITELEZÉS HELYZETE

A szocializmus megszűnését követő gazdasági átalakulás a kelet-európai országokban magas
inflációval, és az ehhez kapcsolódó magas jegybanki alapkamattal járt együtt. Jellemzően a
tőkehiány és az alacsony bérek miatt nem épültek bérlakások. A lakosság 8% körüli infláció
mellett csak nehezen tudta megfizetni a lakásépítésre felvett hitel törlesztő részleteit. Ebben a
gazdasági környezetben jó gondolatnak tűnt a bankok ajánlata, hogy az emberek alacsony
kamatozású devizában (szinte kizárólag svájci frankban) vegyenek fel hitelt.

Alacsony kamatozású devizában felvett hitel más ország magas kamatozású devizájában való
befektetetését a pénzügyi világ carry trade ügyletnek nevezi. A carry trade ügyletet
professzionális befektetők spekuláció révén pénzkeresésre alkalmazzák. Az ügylet alapvető
feltétele, hogy a magas kamatozású deviza értékének csökkenése idején a felvett hitelt
azonnal vissza kell fizetni, mert különben az árfolyamváltozás a kamatnyereséget felemészti,
sőt akár veszteséget is eredményez. Emiatt a pénzt a magas kamatozású országban csak likvid
eszközbe (pl. állampapír) szabad befektetni.

A carry trade ügyletet bankok finanszírozzák, és számos esetben a bankok maguk is
alkalmazzák, emiatt annak sajátosságait nagyon jól ismerik.


A carry trade ügylet lakosság részére való alkalmazása szinte minden elemében hibás javaslat
volt.

• A lakosság nem professzionális befektető, tehát nem tudja megítélni, mikor keletkezik
olyan tartós árfolyamváltozás, amelynél a kölcsönt vissza kell fizetni.


• A lakosság nem spekulációval akar pénzt keresni, hanem saját szükségletét (pl.
lakásvásárlás) akarta kielégíteni, amelynél fel sem vetődhetett, hogy az árfolyam
emelkedésekor feladva célját, eladja a lakását és az utcára kerüljön.


• A lakosság a felvett hitelt jellemzően ingatlanba, tartós fogyasztási cikkbe, azaz nem
likvid eszközbe (pl. állampapír) fektette, amelynél a gyors eladás és a hitel
visszafizetése lehetetlen. Sőt a részletfizetés vállalása révén elismerte, hogy a teljes
hitel azonnali visszafizetésére képtelen.


• A két ország tartós kamatkülönbsége közgazdaságilag szükségszerűen magával vonja
az árfolyam emelkedését, így a carry trade hitel visszafizetése néhány éven belül
várhatóan szükségszerűvé válik. A bankok ezzel szemben a lakossággal 10, 20, sőt
esetenként 30 éves hitelszerződéseket kötöttek, amelynél a kezdeti kamatelőny
eltűnhet, eltűnik és a carry trade veszteséget eredményez.




A bankok részére nyilvánvaló volt, hogy a carry trade lakossági alkalmazása rendkívül
kockázatos, s hogy nagy a veszélye annak, hogy az árfolyam változása révén hitelfelvevők
jelentős veszteségeket fognak elszenvedni, tömegek lesznek képtelenek hiteleiket
visszafizetni. Nem vitás, hogy a bankok a carry trade lakossági alkalmazásával az embereket
tudatosan megtévesztették.

A carry trade üzlet vonatkozásában logikus lett volna, hogy a bankok devizaként az EURO-t
javasolják, hiszen a kelet-európai országoknak leginkább az EURO övezettel van gazdasági
kapcsolatuk. A carry trade ügyletet alkalmazó bankok jellemzően EURO övezetben
működnek. Az EURO árfolyam ingadozása pedig legfeljebb a gazdasági folyamatok
mértékéig változhatott volna.

A bankok ezzel szemben a svájci frankot helyezték előtérbe, hiszen a svájci deviza
szándékosan beerősíthető, ami miatt a kelet-európai országok svájci deviza árfolyama
megemelkedik, és ezáltal az országok hitelfelvevői fizetésképtelenné válnak. Ezt a tudatosan
szervezett visszaélést egyes bankok már a hitelszerződésében is oly módon megfogalmazták,
hogy a svájci deviza megszűnése esetén milyen devizában kell a szerződést értelmezni. A
svájci deviza megszűnése csak egyetlen módon lehetséges, a svájci frank brutális
beerősítésével. Ennek a beerősítési folyamatnak jelenleg szemtanúi vagyunk. Tehát a bankok
a deviza megválasztásában is tudatosan megtévesztették a hitelfelvevőket.

A bankok Magyarországon szinte minden szerződésben hamisan számolnak. Például gyakran
tetten érhető, hogy a bank 8% kamatot közöl, miközben a számításban már magasabb kamatot
alkalmaz. A szerződésben megjelölt törlesztő részlethez képest a törlesztő részlet fizetésénél
már magasabb összeget szed be. Mikor a törlesztő részletet először kiszámoljuk, az
alacsonyabb lehet még a szerződött értéknél is. A hamis számítások és adatközlések akár
bűncselekmény alapos gyanúját is felvetik.


A bankok a lakossági svájci frank alapú hitelek kamatát még kamatfelárral is megemelték,
amely kezdetben akkora volt, mint a Svájci Nemzeti Bank referencia kamata. Napjainkban
azonban a kamatfelár már a Svájci Nemzeti Bank referencia kamatának mintegy 150-170
szerese.

A bankok a devizahiteleknél a leszerződött kamatokat egyoldalúan, reális indok nélkül
emelték. Míg a svájci frank hitelek kamata Lengyelországban követte a Svájci Nemzeti Bank
referencia kamatát, addig Magyarországon a kamat sem a svájci, sem a magyar bankközi
kamatra, a BUBOR-ra nem hasonlít, azoknál lényegesen magasabb. A kamat szubjektív
emelését jól mutatja a Bloomberg diagramja, amelyben a magyar és lengyel devizahitelek
kamata látható:



A bankok tehát az Európai Unió egységes piacra vonatkozó alapelveit felrúgva minden
országban más kamatozási elvet alkalmaztak.

Magyarországon a svájci frank alapú hitelek kamatszintjének 150-170 szeresre emelése,
valamint a HUF/CHF árfolyam 50%-ot meghaladó mértékű emelkedése miatt a törlesztő
részletek megduplázódtak, amit már a lakosság jelentős része nem tud fizetni.

A hitelszerződések megkötésénél a bankok rosszhiszeműek, tisztességtelenek voltak és a
hitelfelvevőket tudatosan olyan szinten megtévesztették, ami a bűncselekmény alapos
gyanúját is felveti. Mindezek miatt alapos a gyanú, hogy a hitelszerződések semmisek.

A devizahitel megemelkedett törlesztő részlete miatt lényegesen csökkent a lakosság
fogyasztása. Az emberek ma már kevesebb élelmiszert vesznek, nincs pénzük fodrászra,
virágra, ruhára. Tömeges lett a kisvállalkozások csődje, ami a hitelt nem fizetők arányát
tovább növeli.

Ma már 140.000 család van olyan fizetési késedelemben, hogy bármikor
kilakoltathatják. Ez az állapot több mint egymillió embert érint. Ha a fogyasztási
hiteleket is figyelembe vesszük, akkor a lakosság csaknem harmada szenved a devizaalapú
hitel megfizethetetlenségétől. A hitel kifizetése érdekében emberek sokasága éhezik, fél


munkahelye elvesztésétől, ezek a hatások pedig a megbetegedési arányt is növelik.
Lényegesen megemelkedett az öngyilkosságok és a stroke aránya. Egy család kilakoltatása
azzal járhat, hogy a gyerekeket elveszik szülőktől, amit sokan nem tudnak elviselni, ezért
előfordul, hogy teljes családok választják az öngyilkosságot. Mindezekről az államilag
létrehozott hírcentrumnak tilos tájékoztatást adnia a közvéleménynek. Összefoglalva a banki
profit érdekében egyfajta népirtás folyik.

Olyan szintű a feszültség, hogy félő, a nép ezt nem tűri tétlenül, a megmozdulások esélye
magas. Már voltak bankfoglalások, bankok munkájának ellehetetlenítésére irányuló
megmozdulások. Sokat tettünk a feszült hangulat lecsillapítására, de ez irányú
tevékenységünk csak akkor válhat eredményessé, ha az emberek látják, hogy
látszatintézkedések helyett valódi megoldások születnek.

BANKOK SZEREPE

A teljesség igénye nélkül, a legmeghatározóbb devizaalapú hitelezést folytató bankok a
következők:

Nem a nyugat-európai bankok kelet-európai jelenlétével, hanem a bankok rosszhiszemű,
tisztességtelen és a lakosságot megtévesztő, törvénytelen tevékenységével van a baj,
amelyhez üzleti okból csatlakozott a csak részben magyar tulajdonú OTP és FHB is. A
felsorolt nagy múltú nyugat-európai bankok nagyon jól tudták, hogy amit Kelet-
Európában tesznek, azt saját hazájukban nem tehetnék meg.

Sőt az egyes kelet-európai országok között is lényeges eltérések mutatkoznak, amit a
korábban bemutatott Bloomberg diagram jól bizonyít.

A bankok áttekintése felhívja a figyelmet, hogy jellemzően a nyugat-európai bankok
folytatták egész Kelet-Európában szervezett és törvénytelen devizahitelezést. A bankok
differenciált üzleti feltételei kettészakították az Európai Uniót.

Kelet-Európában rendszerváltás történt. Kelet-Európa népei a szocializmus helyett a nyugati
társadalmi berendezkedést, az Európai Uniót választották, úgy érezték, hogy felszabadultak a
szovjeturalom alól. Bíztak és hittek az erkölcsösnek feltüntetett nyugat-európai demokratikus
országokban. A devizahitelezés transzparenssé tette, hogy csak a zsarnok személye változott.
A helyzet pedig csak romlott.

A Szovjetunió uralma idején fejlődött az ipar, a mezőgazdaság, új ipari városok jöttek létre, az
embereknek munkájuk, létbiztonságuk volt. Mára a szocializmus ideje alatt elképzelhetetlen


nyomor alakult ki, sőt az Európai Unió korszaka minden eddigi hatalomhoz képest rosszabb,
az embereknek nincs munkájuk, megszűnt a létbiztonságuk. A legrosszabb azonban, hogy a
devizahitelezés révén még a lakhatást, a tulajdont is elveszik az emberektől.

AZ EURÓPAI UNIÓ FELADATA

Az Európai Unió megalapításának alapvető célja volt, hogy egységes szabályok szerinti piac
alakuljon ki, amelynél az unió polgárai kellő biztonsággal vehetik meg más tagállam
termékét, vehetik igénybe más tagállam vállalkozásainak szolgáltatását. Ma már
elképzelhetetlen, hogy a NINA RICCI parfümje ne azonos illatú, minőségű legyen Párizsban,
Londonban, Budapesten, vagy a WIZZ AIR ne azonos feltétellel repítene minden utast
Európában.

Néhány bank törvénytelen, akár bűncselekményt is vélelmezhető működése szétveri az
Európai Unió egységét.

A kialakult helyzet nem csak a kelet-európai, de a nyugat-európai országoknak is
elfogadhatatlan. Nem szabad megengedni a bankoknak, hogy az Európai Uniót
kettészakítsák és az Unió elvét tönkretegyék.

A bankok tevékenysége túlmutat a kelet-európai kormányok hatáskörén. Az Európai
Unió vezetésének színt kell vallani: vagy meg tudja szüntetni az Európai Uniót
bomlasztó banki magatartást, vagy nyilvánvalóvá teszi, hogy az Európai Unió csupán
Kelet-Európa kifosztásának eszköze, amelynek következtében az Unió felbomlásához
közelítünk, mint azt a görög és más országok példája mutatja.

JAVASLAT

Az Európai Unió tegyen határozott intézkedést azért, hogy Kelet-Európában a bankok
visszamenőleg, a szerződéskötéstől kezdve az Európai Unió egységes piacpolitikájának
megfelelően, ugyanolyan feltétellel szolgáltassanak, mint az anyaországban.

Az emberek a felvett hiteleket vissza akarják fizetni. De képtelenek az uzsorakamat
kifizetésére.

A jelenleg Kelet-Európában nyújtott devizaalapú hitelek vonatkozásában az Európai Unió

• korlátozza a lakossági devizahitelezést, a hitelt számítsa az adott ország
fizetőeszközében, ne pedig idegen devizában, az emberek a törlesztő részletet abban a
devizában fizessék vissza, amelyben jövedelmük keletkezik.


• a kamat referencia kamat alapján kerüljön megállapításra, mértéke pedig ne haladja
meg az adott ország statisztikai hivatala által megállapított inflációs ráta egy
százalékkal növelt értékét, és ezzel tükrözze a nyugat-európai országok szokásos
nagyságrendű kamatszintjét.

The foundation of the European Union was fundamentally aimed at establishing a single
market and developing standardized consumer protection to guarantee market security.

These basic intentions of the European Union are threatened by the present foreign currency
lending practice applied in Eastern Europe. The reason we are turning to the Committee on
Petitions is that the service standards of individual countries show considerable differences,
furthermore Eastern European citizens are fairly defenceless from the aspect of consumer
protection.

The granting of credits on foreign currency bases is increasingly becoming a process that
badly affects the economy of Hungary. Competent authorities have so far failed to solve this
situation. Based on the above, several civil (non-governmental) organisations have begun
dealing with the problem of granting credits on foreign currency basis. Such non-
governmental organisations met at a conference held on June 9th 2011, establishing a unified,
common platform consisting of economists and attorneys and named the platform “Social
Roundtable.” The Social Roundtable revealed the relevant circumstances within some two
months, and developed specific suggestions regarding viable solutions. Although a great deal
of lawsuits have been filed so far, submitting more than one million lawsuits against banks in
favour of achieving rights cannot be considered as a proper solution. A joint and efficient
solution has to be found to the problem.

The population of not only Hungary, but also of Poland, Romania, Bulgaria, Croatia, Estonia,
Latvia and Lithuania has become victim to foreign currency loans. The Social Roundtable
turns to the Committee on Petitions to help outline those legal solutions within the frame of
the EUROPEAN UNION that dissolve the present situation being in conflict with the
principles of the European Union, and to remedy those situations that threaten to cause social
and economic disaster.



STATUS OF GRANTING FOREIGN CURRENCY LOANS

After the end of the socialism era, high inflation rates and the related high central bank prime
rates accompanied economic conversion in the Eastern European countries. No rentable
housing was erected at that time, typically because of the equity gap and low wages. With
inflation rates around 8 per cent, people had serious difficulties with the payment of
instalments for loans received for residential construction works. Under such economic
conditions, the proposal of banks that people take loans of foreign currencies (almost always
Swiss Francs) with low interest rates seemed to be good idea.

Investing loans granted in foreign currency with low interest rate in foreign currency (with
high interest rate) of another country is referred to as “carry trade transactions” by the
financial world. Such carry trade transactions are applied by professional investors in order to
make money through speculation. A basic condition of such transactions is that, in case the


value of the foreign currency with high interest rate decreases, the granted loan shall be paid
back immediately, otherwise the changes in exchange rates negates the interest-profit and,
furthermore, such change may even result in losses. As a consequence, in those countries that
grant high interest rates, money is only invested in liquid assets (e.g. government bonds).

Banks finance such carry trade transactions and in several cases banks also apply them
themselves, therefore they are quite familiar with the nature of carry trade transactions.

Applying carry trade transactions to the general population was a bad idea in almost every
aspect.

• The general population cannot be considered to be a professional investor, so it cannot
judge whether or not a permanent change of exchange rates arises at which the loaned
amount should be paid back.


• The general population does not want to make money through speculation, but wants
to satisfy its own needs (e.g. purchasing residential property). In such cases, giving up
these goals, selling homes upon the increase of exchange rates, and becoming
homeless are not real options.


• The general population invested the received loans mainly in real estate and durable
goods, i.e. not in liquid assets (e.g. government bonds). In such cases, quick sales and
repayment of the loan are impossible. Furthermore, by undertaking to fulfil the
payment in instalments, they acknowledged the inability to repay the full amount of
the loan straight away.


• The permanent difference of the two countries’ interest rates involves the rise of the
exchange rate – as an economic necessity – so presumably the repayment of the carry
trade loan becomes necessary within a few years. Contrary to all the above, banks
entered into loan agreements with people for 10, 20, or even 30 years, in which cases
the initial advantages of the interest rate may disappear or it does disappear, and the
carry trade transaction results in losses.




It was obvious to the banks that the application of carry trade vis-a-vis private persons was
extremely hazardous, and it involved substantial risks of the borrowers suffering considerable
losses as a consequence of the change in exchange rates, and that many people would become
unable to pay their loans back. There is no doubt that banks consciously deceived people by
applying carry trade transactions vis-a-vis private persons.

As far as carry trade business is concerned, it would have been logical for the banks to
suggest the EURO as currency, as Eastern European countries have economic relations mostly
with the Euroregion. Banks applying carry trade transactions typically operate in the
Euroregion. Furthermore, the oscillation of the EURO exchange rate could only have changed
to the degree of undergoing economic processes.

However, banks preferred the Swiss Franc, as the Swiss currency can be intentionally
strengthened, resulting in the rise of the Swiss currency exchange rate in Eastern European
countries and the insolvency of the borrowers in such countries.


Some banks also included this consciously organized abuse in the loan agreement in a way
that they stipulated the prevailing currency for the agreement that substitutes Swiss Franc in
case the Swiss currency ceases. The only way the Swiss currency may cease is the extreme
strengthening of the Swiss Franc. We are currently witnesses to that strengthening process.
That means that banks consciously deceived the borrowers also by appointing the foreign
currency.

Banks in Hungary purposely miscalculated almost every agreement. For example, banks can
often be found communicating 8 percent interest, but applying higher rates in their
calculations. The bank collects higher amount upon the payment of the instalment compared
to the one defined in the agreement. When we calculate the instalment for the first time, it
happens to be even lower than the one in the agreement. Miscalculations and communication
of false details may raise reasonable suspicion of criminal offence.

The banks added extra margins to the loan interests of private persons’ Swiss Franc based
loans, which, at the beginning, was equivalent to the reference rate of the Swiss National
Bank. Nowadays, these extra margins are some 150-170 times higher than the reference rate
of the Swiss National Bank.

In relation to foreign currency loans, banks raised the agreed interest rates unilaterally and
without real reasons. While in Poland the interest rates of the Swiss Franc loans followed the
reference rate of the Swiss National Bank, the interest rate in Hungary was similar to neither
the Swiss reference rate nor to the Hungarian inter-bank interest rate (BUBOR), but was
considerably higher than both.

Subjective raising of the interest is transparent in Bloomberg’s diagram, which shows the
interest rates of the Hungarian and Polish foreign currency loans.



This means that banks applied different interest policy for each country, thus ignoring the
fundamental principles of the European Union in relation to single market.




In Hungary, raising the interest level of Swiss Franc based loans up to 150-170 times the
original, furthermore the increase of HUF/CHF exchange rate exceeding 50 per cent resulted
in instalments having doubled and a considerable proportion of the population has
become unable to pay such instalments.

Upon entering into the loan agreements, banks acted in bad faith and in an unfair way,
consciously misleading borrowers in a way that reasonable suspicion of criminal offence
may be raised. Based on the above, the loan agreements are reasonably suspected to be
null and void.

Consumption of the population considerably decreased as a result of the increased instalments
of foreign currency loans. People purchase less food, have no money for hairdressers, flowers,
clothing, etc. Bankruptcy frequently occurs among small enterprises, which further raises the
proportion of those not paying their loans.

140,000 families are presently in such serious payment delay that they may be evicted at
any time. These conditions affect more than one million people. Also taking consumption
loans into consideration, almost a third of the whole population suffers under the foreign
currency based loans that have become unaffordable. In order to be able to pay the loans,
many people lack sufficient food and are in fear of losing their jobs. These effects also
increase sickness rates, as well. The number of suicides and strokes has significantly
increased. The eviction of families may be accompanies by the tearing of children away from
their parents, which is unbearable for many people, so sometimes whole families choose to
commit suicide. However, all the above remain hidden from the public, the state-established
news centre is forbidden to disclose such facts. To sum up the facts: there’s some kind of
genocide going on in favour of the banks’ profit.

Internal tension is still running so high that it is to be feared that people will not smile and
bear these circumstances and the likelihood of public revolt is high. Banks have ben laid
siege and there also movements aiming to undermine bank activities. We have worked hard in
order to clear the air, but such work of ours succeeds only if people see that real solutions
are being put in motion and these actions are not solely for show.

THE ROLE OF BANKS

The most significant banks providing foreign currency based loans includes but is not limited
to the following list:

Our problem is not with the presence of Western European banks’ in Eastern Europe, but with
their acting in bad faith, trading unfairly, deceiving the population, and acting unlawfully; for
business reasons, (partially Hungarian owned) banks OTP and FHB also belong on the list.
The named Western European banks with long histories were quite aware that the way
they acted in Eastern Europe would have been impossible in their own country.

What’s more, considerable differences appear among individual Eastern European countries,
which the above mentioned Bloomberg diagram proves well.

When scanning the banks, it should be noted that organized and unlawful foreign
currency crediting typically constitutes a part of the practice of Western European
banks in the whole of Eastern Europe. These discriminative business conditions of the
banks tore the European Union apart.

A change in political system took place in Eastern Europe. The people of Eastern Europe
chose the European Union and the western model of social structure instead of socialism.
They felt they were liberated from the Soviet reign. They had faith in, and believed in the
Western European democratic countries, which were said to be ethical. Foreign currency
crediting made it clearly visible that the despot changed only in person, while the situation got
worse.

During the time of the Soviet Union, industry and agriculture developed, new industrial cities
were established, and people had work and felt safe. By today, a poverty has set in that would
have been unimaginable during socialism and in fact the European Union has turned out to be
worse that any other previous power, as people do not have work or subsistence. However,
the worst among all of this is that with the help of foreign currency crediting, even the
possibility to live in a home and to own property may be taken away from the people.



DUTIES OF THE EUROPEAN UNION

The European Union was established with the fundamental purpose of forming a market
regulated by unified (harmonized) rules. Under these conditions, citizens of the Union are
secured to purchase products of other countries or rely on and make use of services of other
countries’ enterprises. It would today be inconceivable to imagine that NINA RICCI perfumes
would have different fragrances in Paris, London, and Budapest or that WIZZ AIR offers
different conditions for its passengers in various parts of Europe.

The unlawful actions of some banks that may give rise even to presumption of criminal
offence might destroy the unity of the European Union.

The situation that has developed is unacceptable for not only Eastern Europe, but also
for Western European countries. Banks must not be allowed to tear the European Union
apart and destroy the principles of the Union.


The activity of the banks exceeds the competence of the Eastern European governments.
Leaders of the European Union must declare whether they are able to stop the banks’
behaviour of bringing anarchy into the European Union or make it clear that the
European Union is solely an instrument of depredation of Eastern Europe, as a
consequence of which we are approaching the break-up of the Union, as shown by the
Greek and other examples.

RECOMMENDATION

The European Union should make firm steps with the aim of having banks render their
services in Eastern Europe with similar conditions as they do in their parent country, in
accordance with the single market policy of the European Union, with retroactive effect,
starting from the conclusion of the agreements. People do want to pay back the loans, but they
are not able to pay usury.

In relation to the currently granted foreign currency based loans, the European Union

• should restrain granting loans for private persons, credits should be calculated in the
currency of the country involved, not in foreign currency; people should re-pay the
instalments in currencies in which their salary is paid, and


• should determine interest rates by using reference rate basis and such interest rate
should not exceed the inflation rate stipulated by the statistic office of the country
involved by more than one per cent, so reflecting the ordinary interest rate level of
Western European countries.
